David B. LaFrance is Chief Executive Officer of the American Water Works Association, the world’s largest and oldest association of water professionals, with 43 sections throughout North America and more than 50,000 members worldwide. Overseeing a staff of more than 150 in Denver, Washington D.C. and Mumbai, India, LaFrance guides AWWA’s extensive scientific, educational, and public policy work to build a better world through better water.

Prior to joining AWWA in 2010, he was the Chief Financial Officer for Denver Water where, during his 17-year tenure, he also served as the utility’s Manager of Rate Administration. Jim Williams
President-Elect (2018-2019)
American Water Works Association

Jim Williams is the President-Elect of AWWA. He is committed to the vision and mission of AWWA and has been an active member on both the Section and Association levels for over 30 years. Jim is currently the General Manager of Suez Advanced Solutions/Peerless-Midwest.

For the Indiana Section, he has served as chair and director, and currently sits on its Water Utility Council and Water for People Committee. Jim has received several water industry awards including the Kenneth J. Miller Founders’ Award, the Hoosier Water Award and the George Warren Fuller Award.

As a member of the Water For People Board of Directors from 2009 to 2015, he has traveled to Bolivia, Honduras and India to help in providing safe water and sanitation to communities in need. He is an active member of the Water Buffalos and travelled by motorcycle with the “herd” to 10 consecutive ACE conferences.

Jim received his BS in Business Management and Administration from Indiana University and currently resides in Mishawaka, IN.
Uma Vempati
Associate Principal,
Water Solutions Group Leader

Uma has over 15 years of national and international experience in water, wastewater, and water reuse engineering, bringing a wide breadth of knowledge to this conference. Uma has extensive expertise in the planning and analysis of surface and groundwater supply systems, water and wastewater treatment systems, and distribution and collection system infrastructure.

Uma is actively involved and recognized in the industry. He served on the Board of Directors and various committees of the American Water Works Association (AWWA) providing his volunteer contributions to the industry.

Uma currently works as the Water Solutions Practice Group Leader at ISG, a regional firm in North America that specializes in Engineering and Architecture.
Dr. Suresh A Kulkarni
Maharashtra Water Resources Regulatory Authority

Prof. Dr. Suresh Kulkarni is serving as the Secretary at Maharashtra Water Resources Regulatory Authority (MWRRA), Mumbai. Earlier he has served as the Executive Secretary of the International Commission on Irrigation and Drainage (ICID) at New Delhi, and Associate Professor (Irrigation Engineering) at Water and Land Management Institute (WALMI), Aurangabad. He holds Ph.D. in Irrigation Engineering from Hungarian Academy of Sciences, Budapest and received intensive training in ‘Irrigation Water Management’ in USA.

Dr. kulkarni has over 40 years of teaching, training, research, and administrative experience in the water sector at state, national and international levels. He has lectured in some 15 countries and has written over 80 technical papers and contributed to many technical reports/ books related to agricultural water management.
Dr. S. Jeevananda Reddy

Advisor-WMO/UN & Expert – FAO/UN

Dr. Sazzala Jeevananda Reddy [Dr. S. J. Reddy] is an Agrometeorologist by profession and environmentalist by actions. Dr. Reddy is a double post-graduate in Geophysics and in Applied Statistics from the Andhra University in Visakhapatnam/India. Dr. Reddy received advanced training in meteorology & Oceanography from the India Meteorological Department’s Training School in Pune/India and also completed advanced course in numerical weather prediction. Dr. Reddy got his Ph.D. in “Agricultural Meteorology” from the “The Australian National University”, Canberra/Australia.

Dr. Reddy has a vast experience in the field of agroclimatology & agrometeorology while working in several national and international institutions and organizations such as India Meteorological Department (IMD) in Pune/India, International Crops Research Institute for the Semi-Arid Tropics (ICRISAT) in Hyderabad/India, Inter-American Institute for Cooperative Agriculture (IICA)/EMBRAPA/CPATSA in Petrolina/Brazil; National Institute of Agricultural Research (INIA) & National Directorate of Agriculture (DINA), Ministry of Agriculture, as FAO Expert/Dy. Team Leader in Maputo/Mozambique; FAO short-term consultant in Argentina (Ministry of Agriculture) and in Ethiopia (National Meteorological Services Agency - NMSA); and WMO Senior Expert/Chief Technical Advisor/Team Leader in National Meteorological Services Agency (NMSA), Addis Ababa/Ethiopia.

Dr. Reddy authored/Edited 11 books [four are given below] and presented chapters in few other books. Dr. Reddy published more than 500 scientific articles and few hundred newspaper articles and several hundreds of opinions on online articles/reports. Dr. Reddy is Life Member of Indian Meteorological Society-AP Chapter (IMS); Fellow of Telangana Academy of Sciences [Founder Member]; Convenor, Forum for a Sustainable Environment. Dr. Reddy also served in several committees relating to pollution control board and environmental activist groups.

Dr. Kamal Mazumdar

Kamal Mazumdar holds a Master’s Degree in Environmental Engineering from Jadavpur University, Calcutta, besides having training in Project Formulation and Appraisal at Bradford (UK). He earned his doctorate at Gandhigram Rural Institute, Tamil Nadu. Topic of thesis is ‘The Rural Water Supply and Sanitation Sector Development in India: Impact of Donor’s Policy and Projects’. He has diverse experience in Drinking Water Supply project formulation, implementation and on policy related issues. He has served with PHED, under Government of West Bengal and has also served in the Ministry of Drinking Water and Sanitation and Urban Development (CPHEEO) under Government of India.

He has represented the Ministry in Water Sector on various National and International forum including visit to USA, Netherlands, Japan, Philippines and South Africa on technical exchange programme. He has number of articles and book publications (technical) to his credit. At present he is retired and wok as consultant.
Dr Sanjay Dahasahasra

Dr S.V. Dahasahasra is a former Member Secretary of Maharashtra Jeevan Pradhikaran, Mumbai and past president of the Indian Water Works Association. He is post graduate (M. Tech. with distinction and first position) in Environmental Engineering. In 1986, he was awarded Ph. D. degree in the field of water treatment. He published 51 research papers in Indian and international journals. He wrote a book on prestressed concrete pipes. He is Ex Hon. Editor of journal of Indian Water Works Association. He is life fellow of Institution of Engineers, Indian Water Works Association, Indian Operational Research Society, Indian Association for Environmental Management, Indian Society for Technical Education, Indian Earth Quake Society and Indian Concrete Institute. He is ex-officio member of Maharashtra Pollution Control Board (MPCB).

He is a winner of the BE Awards of Excellence (Charlotte, US in 2006) for his work of interlinking of water works in the disaster that struck Mumbai and its metropolitan area on 26th July 2005. Dr Dahasahasra was honoured with Jal-Nirmalata award in the area of quality of water in 2008. He is again a winner of the BE Awards of Excellence (Baltimore, US in 2008) for his extraordinary work of hydraulic model of 24x7 water supply. For the same work, again he is a recipient of National Urban Water Award in 2008. He was honoured on 21 Oct 2008 by the Hon. Governor and Chief Minister of the Maharashtra state for outstanding contribution in reforms of urban distribution network. He won the National Award of Pre-stressed Concrete on 12th Dec 2009. This award is given by the National Design and Research Forum of Institution of Engineers for outstanding work.

Mr. Roberts has spent nearly his entire life involved in the water and wastewater industries. The Roberts Filter Group was founded in 1889 by Charles V. Roberts; Matt Roberts carries on the rich family tradition, joining the company as the fifth-generation Roberts.

As Vice President of Sales and Marketing, he oversees business development, domestic and international sales for the Roberts Filter Group. Responsibilities include negotiating key product distribution agreements globally, managing global manufacturer representative networks, and introducing new treatment technology into diverse markets.

Beyond Roberts Filter, Mr. Roberts has been a Invited speaker on International Project Management – Massachusetts Institute of Technology (MIT), Municipal Drinking Water Engineering Design - Ecole Mohammadia d'Ingénieurs (Rabat, Morocco) and Project Delivery Mechanisms - Singapore International Water Week.
Rakesh Kumar Agarwal

A civil engineer by education, Rakesh has 26 years of experience in infrastructure industry and has worked in Water Supply, Waste water conveyance, treatment plants, and building projects. He has worked with several organizations- private, public and donors such as World Bank, UNICEF, Mott MacDonald, ETC Consultants, Eptisa and the Government of Andhra Pradesh. Rakesh holds a B.E. in Civil Engineering from Osmania University, M.Tech. in Engineering Structures from the National Institute of Technology and a Post Graduate Diploma in Planning and Project Management from the University of Hyderabad. Rakesh has used Red book and DBO contracts of FIDIC suite of contracts. He is member of Panel of Arbitrators with Construction Industry Arbitration Council.

Ms. Karuna Gopal, is an Internationally acclaimed Thought Leader, Keynote Speaker and Advisor on Smart Cities. She is the Founder President of Foundation for Futuristic Cities, a think tank that has influenced Urban Transformation in India for over a decade.

Ms Gopal contributed to the design of the ‘100 Smart Cities Mission‘ of India and has been invited to speak at the launch of the Mission by the Prime Minister. Her innovation SCULPT your CITY has shaped the Mission guidelines and has been declared a National Best Practice.

In the past, she served as an Urban Expert for The WORLD BANK, DFID (Department for International Development, UK), USAID (United States Agency for International Development)& ADB (Asian Development Bank).

In 2015, Ms Gopal was senior advisor,Union Ministry for Housing and Urban Affairs on behalf of Bill and Melinda Gates Foundation. She was also one of the urban experts to have carried out a mid-course evaluation of the National Mission Program ‘ Clean India – Swacch Bharat Abhiyan on behalf of Asian Development Bank (ADB).

In 2010 as a member of Chief Minister's Advisory Council of Andhra Pradesh (erstwhile united Andhra Pradesh) she was instrumental in forging a Sister State Partnership between Washington State (USA) and Andhra Pradesh.

Ms Gopal taught senior IAS officers at India’s Premier Academy, LBSNAA (LalBahadurShastri National Academy of Administration) Mussoorie, WBI (World Bank Institute) ISB (Indian School of Business), ASCI (Administrative Staff College of India) & CGG (Center for Good Governance).

She chaired conferences with Parliamentarians from UK and India in 2016 at London.

Ms Gopal was offered ‘Eminent Member’ position at RICS (Royal Society for Chartered Surveyors), UK.

Ms Gopal been Interviewed widely both by National and International Media like the ECONOMIST, Channel News Asia, The National, Khaleej Times, La Tribune, Eco- Business,National Geographic and World Economic Forum etc. Her articles have been incorporated into Parliamentary Documentation of LokSabha for their policy relevance.

Ms Gopal attended Harvard Kennedy School of Government, and also participated in IVLP (International Visitor Leadership Program) a flagship program of US Government for Foreign Leaders.

She was a member of the Speaker delegation on Smart Cities at COP21-UNFCCC (United Nations Framework Convention on Climate Change) PARIS 2015. Her current initiative SURGE (Smart Urbanization Reinventing Growth with Equity) is about transformative policies for ushering a NEW INDIA.

Ms. Gopal has been inducted into BJP, (BharatiyaJanata Party) in 2014 and she hails from a family of freedom fighters and IAS officers.

Rajeshwar Rao studied M.Tech (Civil Engineering) at NIT Warangal and Working at present as Executive Engineer and more than 25 years of service in water supply departments at various field experience in planning , designing and execution of water supply distribution to rural areas in Telangana & Andhrapradesh States. Presently working in the office of Engineer-In-Chief Rural Water Supply & Sanitation department of Telangana State at Hyderabad in HOD office.

Presently working in planning and designing of Intra village Distribution Systems in Mission Bhagiratha program for supply of water to all households.

I am a resource person as subject expert in our department for taking lecture classes for the training of working engineers in all States in India.

I have submitted half a dozen papers in national & international conferences for the similar fields of experiences. Rajeshwar is also a life member of IWWA.
