David B. LaFrance is Chief Executive Officer of the American Water Works Association, the world’s largest and oldest association of water professionals, with 43 sections throughout North America and more than 50,000 members worldwide. Overseeing a staff of more than 150 in Denver, Washington D.C. and Mumbai, India, LaFrance guides AWWA’s extensive scientific, educational, and public policy work to build a better world through better water.

Prior to joining AWWA in 2010, he was the Chief Financial Officer for Denver Water where, during his 17-year tenure, he also served as the utility’s Manager of Rate Administration. LaFrance’s professional background also includes extensive water policy and management experience with the global engineering and consulting firm CH2M and the US Army Corps of Enginee
Jim Williams
President-Elect (2018-2019)
American Water Works Association

Jim Williams is the President-Elect of AWWA. He is committed to the vision and mission of AWWA and has been an active member on both the Section and Association levels for over 30 years. Jim is currently the General Manager of Suez Advanced Solutions/Peerless-Midwest.

For the Indiana Section, he has served as chair and director, and currently sits on its Water Utility Council and Water for People Committee. Jim has received several water industry awards including the Kenneth J. Miller Founders’ Award, the Hoosier Water Award and the George Warren Fuller Award.

As a member of the Water For People Board of Directors from 2009 to 2015, he has traveled to Bolivia, Honduras and India to help in providing safe water and sanitation to communities in need. He is an active member of the Water Buffalos and travelled by motorcycle with the “herd” to 10 consecutive ACE conferences.

Jim received his BS in Business Management and Administration from Indiana University and currently resides in Mishawaka, IN.
Uma Vempati

Uma has over 15 years of national and international experience in water, wastewater, and water reuse engineering, bringing a wide breadth of knowledge to this conference. Uma has extensive expertise in the planning and analysis of surface and groundwater supply systems, water and wastewater treatment systems, and distribution and collection system infrastructure.

Uma is actively involved and recognized in the industry. He served on the Board of Directors and various committees of the American Water Works Association (AWWA) providing his volunteer contributions to the industry.

Uma currently works as the Water Solutions Practice Group Leader at ISG, a regional firm in North America that specializes in Engineering and Architecture.
Dr. Suresh A Kulkarni
Maharashtra Water Resources Regulatory Authority

Prof. Dr. Suresh Kulkarni is serving as the Secretary at Maharashtra Water Resources Regulatory Authority (MWRRA), Mumbai. Earlier he has served as the Executive Secretary of the International Commission on Irrigation and Drainage (ICID) at New Delhi, and Associate Professor (Irrigation Engineering) at Water and Land Management Institute (WALMI), Aurangabad. He holds Ph.D. in Irrigation Engineering from Hungarian Academy of Sciences, Budapest and received intensive training in ‘Irrigation Water Management’ in USA.

Dr. kulkarni has over 40 years of teaching, training, research, and administrative experience in the water sector at state, national and international levels. He has lectured in some 15 countries and has written over 80 technical papers and contributed to many technical reports/ books related to agricultural water management.
Dr. S. Jeevananda Reddy

Dr. Sazzala Jeevananda Reddy [Dr. S. J. Reddy] is an Agrometeorologist by profession and environmentalist by actions. Dr. Reddy is a double post-graduate in Geophysics and in Applied Statistics from the Andhra University in Visakhapatnam/India. Dr. Reddy received advanced training in meteorology & Oceanography from the India Meteorological Department’s Training School in Pune/India and also completed advanced course in numerical weather prediction. Dr. Reddy got his Ph.D. in “Agricultural Meteorology” from the “The Australian National University”, Canberra/Australia.

Dr. Reddy has a vast experience in the field of agroclimatology & agrometeorology while working in several national and international institutions and organizations such as India Meteorological Department (IMD) in Pune/India, International Crops Research Institute for the Semi-Arid Tropics (ICRISAT) in Hyderabad/India, Inter-American Institute for Cooperative Agriculture (IICA)/EMBRAPA/CPATSA in Petrolina/Brazil; National Institute of Agricultural Research (INIA) & National Directorate of Agriculture (DINA), Ministry of Agriculture, as FAO Expert/Dy. Team Leader in Maputo/Mozambique; FAO short-term consultant in Argentina (Ministry of Agriculture) and in Ethiopia (National Meteorological Services Agency - NMSA); and WMO Senior Expert/Chief Technical Advisor/Team Leader in National Meteorological Services Agency (NMSA), Addis Ababa/Ethiopia.

Dr. Reddy authored/Edited 11 books [four are given below] and presented chapters in few other books. Dr. Reddy published more than 500 scientific articles and few hundred newspaper articles and several hundreds of opinions on online articles/reports. Dr. Reddy is Life Member of Indian Meteorological Society-AP Chapter (IMS); Fellow of Telangana Academy of Sciences [Founder Member]; Convenor, Forum for a Sustainable Environment. Dr. Reddy also served in several committees relating to pollution control board and environmental activist groups.

Dr Sanjay Dahasahasra

Dr S.V. Dahasahasra is a former Member Secretary of Maharashtra Jeevan Pradhikaran, Mumbai and past president of the Indian Water Works Association. He is post graduate (M. Tech. with distinction and first position) in Environmental Engineering. In 1986, he was awarded Ph. D. degree in the field of water treatment. He published 51 research papers in Indian and international journals. He wrote a book on prestressed concrete pipes. He is Ex Hon. Editor of journal of Indian Water Works Association. He is life fellow of Institution of Engineers, Indian Water Works Association, Indian Operational Research Society, Indian Association for Environmental Management, Indian Society for Technical Education, Indian Earth Quake Society and Indian Concrete Institute. He is ex-officio member of Maharashtra Pollution Control Board (MPCB).

He is a winner of the BE Awards of Excellence (Charlotte, US in 2006) for his work of interlinking of water works in the disaster that struck Mumbai and its metropolitan area on 26th July 2005. Dr Dahasahasra was honoured with Jal-Nirmalata award in the area of quality of water in 2008. He is again a winner of the BE Awards of Excellence (Baltimore, US in 2008) for his extraordinary work of hydraulic model of 24x7 water supply. For the same work, again he is a recipient of National Urban Water Award in 2008. He was honoured on 21 Oct 2008 by the Hon. Governor and Chief Minister of the Maharashtra state for outstanding contribution in reforms of urban distribution network. He won the National Award of Pre-stressed Concrete on 12th Dec 2009. This award is given by the National Design and Research Forum of Institution of Engineers for outstanding work.

As Vice President of Sales and Marketing, he oversees business development, domestic and international sales for the Roberts Filter Group. Responsibilities include negotiating key product distribution agreements globally, managing global manufacturer representative networks, and introducing new treatment technology into diverse markets.

Mr. K. Ashok Natarajan is the CEO of Tamil Nadu Water Investment Company Ltd., a Joint Venture between Government of Tamilnadu and Infrastructure Leasing & Financial Limited (IL&FS. TWIC has been in the forefront of a number of initiatives both in the urban water sector as well as treatment and management. Ashok Natarajan has a bachelor’s degree in engineering and a post-graduation in Management.

Ashok Natarajan has been involved with Indian electric and water utilities for the past 35 years and specializes in Water Management. Ashok Natarajan in his capacity as Utility expert has been involved as Project Director and Technical expert in many water supply projects (24x7) and has worked on areas of integrated management information systems, NRW, and water treatment projects in India.

Ashok Natarajan has been previously the CEO of UPL Group heading their Water Management Company and prior to this as MD of Hydro-Comp an International Water Utility consulting company.

He has published papers on water management in Indian Water Works Association and International Water Loss conference. He is a regular contributor in Government sponsored / MoUD workshops and other forums on Water Management, Smart cities, De-centralized waste water solutions and also has contributed papers in international forums.

He has recently been appointed as Domain expert and in the Expert Committee for the monitoring/evaluation of Science and Engineering Research Board (SERB) supported ongoing projects and consideration/making recommendation on new projects posed to SERB in the Central Govt. scheme of Uchhatar Avishkar Yojana. His article “Addressing Water Security in Tamilnadu: New Perspective” was published worldwide by Springer’s book on “Water Scarcity and Ways to Reduce the Impact” and is being sold internationally. He was recently elected as the Management Committee Member of International Water Association, HO at The Hague as the only Indian representative. Rajeshwar Rao studied M.Tech (Civil Engineering) at NIT Warangal and Working at present as Executive Engineer and more than 25 years of service in water supply departments at various field experience in planning , designing and execution of water supply distribution to rural areas in Telangana & Andhrapradesh States. Presently working in the office of Engineer-In-Chief Rural Water Supply & Sanitation department of Telangana State at Hyderabad in HOD office.

Presently working in planning and designing of Intra village Distribution Systems in Mission Bhagiratha program for supply of water to all households.

He is a resource person as subject expert in our department for taking lecture classes for the training of working engineers in all States in India.

He has submitted half a dozen papers in national & international conferences for the similar fields of experiences. Rajeshwar is also a life member of IWWA.

Dr. Dharmapuram Maruthi Mohan, born on 21st June 1937, completed Section A and B of Institution of Engineers (India) during 1964. He is a Post Graduate in Environmental Engineering from University of Roorkee and Ph.D in Environmental Engineering from Indian Institute of Technology, MUMBAI. Dr. Mohan is among the foremost experts of India in the field of Water Supply, Sewerage and Sanitation systems and Environmental engineering. In his long and distinguished career, both with the Government of Andhra Pradesh, and subsequently, post his retirement, as consultant to the United Nations, the World Bank, AIIB, Government of India and corporate sector, he has made significant contributions to bringing water to urban cities, to providing access to clean water in rural areas, and to the provision of sewerage systems and sewerage treatment.

Dr. Mohan was responsible for completing all the major water supply schemes for Hyderabad while working in Hyderabad Metro Water Supply and Sewerage Board. Post his retirement in 1995, he has been working as Consultant in World Bank for Rural and Urban Water Supply and Sanitation Sector. He has planned and monitored Implementation and Operations of Integrated Rural Water Supply and Sanitation Projects in Uttaranchal , Karnataka, Kerala, Punjab, Maharashtra and Telangana and Andhra Pradesh. He has also planned and monitored Implementation of Urban Water Supply and Sanitation projects in Andhra Pradesh, AP capital region development, Telangana, Tamilnadu and Karnataka. Presently he is working as consultant for AIIB for AP Urban Water Supply project.

Dr Mohan contributed extensively to the preparation and editing of (i) Manual of Water supply & Treatment, (ii) Manual on Sewerage & Sewage Treatment and (iii) Manual on Operation and maintenance of Water Supply Systems; these manuals published by Government of India are extensively used by practicing engineers all over the country. Dr. Mohan has published several technical papers in international magazines like American Society of Civil Engineers and Water and Sewage Works and in the Journal of Indian water works Association.

Dr. Mohan was awarded the “Eminent Environmental Engineer” award by the Institution of Engineers (India), Andhra Pradesh State Centre awarded the “BEST DESIGN / ENVIRONMENTAL ENGINEER Award - 2010”. The American Water Works Association awarded a “Certificate of Appreciation” to Dr. Mohan in 2015.

Dr. Sudhir Murthy is Chief Executive Officer of NEWhub, Inc in Herndon, Virginia offering advisory and technology services to utilities and EPCs for planning of water infrastructure projects. Until recently, for the past 16 years, Dr. Sudhir Murthy worked at DC Water. Dr. Murthy was the Innovations Chief, and led the development and implementation of the Authority's innovation strategy. This included new inventions, internal technology implementations and developing commercial licenses. The internal implementations are $1 billion of novel technologies at the world's largest advanced wastewater plant (1500 MLD) at DC Water. Dr. Murthy received his Bachelor's degree from RV College of Engineering in Bangalore and MS and PhD from Virginia Tech in the USA.
Col. Bhaskar Tatwawadi (Retd.)

Col. Bhaskar Tatwawadi (Retd), has a Master’s degree in Environmental Engineering from IIT Roorkee. In his Army career he has designed and constructed water and sewage treatment projects for 35 military stations. Post- retirement his major projects include village group water supply projects in Maharashtra and Karnataka. The Visakhapatnam Industrial Water Supply Project of 650 MLD, 300 MLD Water Treatment Plant for Bengaluru, and India’s first 100 MLD Chennai Metrowater Seawater RO Plant. He is working as the process expert on a 400 MLD water supply project for MMRDA Mumbai.

He has worked on several effluent recycle projects for automobiles and textiles industries in India totaling over 100 MLD. In the municipal sector, a 23 MLD Sewage Recycle plant for RCF Trombay and 20 MLD Sewage recycle plant for HZL Udaipur, 42 MLD sewage recycle projects for Navi Mumbai Municipal Corporation and Pimpri Chinchwad Municipal Corporation are among his recent projects.
Dr. T. Prabhushankar IAS

He is a medical graduate with specialization in Community Medicine and has worked as Assistant Professor in a medical school and practiced medicine as a Diabetologist and family physician. He is an officer of the Indian Administrative Service and has been serving in the state of Tamil Nadu in various administrative positions concerned with public service delivery which directly impact the lives of the people especially the underprivileged. He has been bestowed with the “Public Justice Champion” award by the Maharashtra State Commission for Women for his work on Bonded Labour.

In his early part of his career, he has been actively involved in many public health issues like prevention and control of Non Communicable Diseases, Epidemiology, and Environmental Health and Polio eradication among others. He had devised a program of Health Promoting schools in Chandigarh for control of childhood obesity. In his present position as Executive Director, he administers the parastatal body that is mandated with securing the planned development of water and sewerage services of the metropolitan city of Chennai, efficient Operation & Maintenance, regulation of water supply and sewerage systems and preparing long term plans to meet the city’s future requirements. CMWSSB has a unique expertise in running Desalination plants, recycling and reuse of sewerage water and adopts some best practices in drought management and mitigation.

Mr. S. D. Mande is involved dedicatedly in Water & Environment sectors for last more than 50 years. He joined to the erstwhile PHE Dept. Of Govt. of Maharashtra in July 1965 & handled number of Water & Waste Water Schemes, viz. Solapur Water Supply Scheme (Ujani Dam as a source) Barshi-Kurduwadi Water Supply Scheme, Akkalkot Emergency Water Supply Scheme, World Bank aided Rural Water Supply programme of Rs. 350 Crores etc. After VRS from the Govt. Service, he is now Proprietor of the firm “S. D. Mande & Associates, Consulting Engineers, Pune”.

He was Hon. Secretary General of IWWA, Mumbai for 4 years during which, he motivated the Association & got executed MoU between AWWA + IWWA, IWA + IWWA, PUB Singapore + IWWA. He has attended 6 AWWA conventions. 3 Singapore International Water Weeks, 5th “World Water Forum” in Istanbul (Turkey), 7th World Water Forum in (Daegu) South Korea & all 5 India Water Weeks. In ACE 18 he has presented paper on A Hydraulic Wonder ! – The Medieval Water Supply System at Burhanpur (MP) – India.

He has been appointed as a member on Study Group for “Water Supply & Sanitation” for 10th Five year plan & 11th Five year plan of Maharashtra and presently working on the committee headed by Dr. S. V. Dahasahasra, for “Integrated Water Resources Management” of all urban area of Maharashtra for next 50 years for. His subject of concern is “Towards Blue Revolution – i.e. Poverty Alleviation Through Water Security”.

His domain expertise includes Integrated Infrastructure planning for Greenfield and Brownfield developments, Smart Cities. planning for water supply, leakage management and utility infrastructure for towns, cities, metros. He was associated with major infrastructure developments projects including first privatised water project for Tirupur, Delhi Mumbai Industrial Corridor Projects, ADB Funded Integrated Infrastructure RUIDP project, Mahindra World City, World Bank/IDA funded Hyderabad & Kathmandu leakage management project, many townships & Smart city projects. Most of these schemes were successfully executed and commissioned. He has participated in several National and International seminars. Presently, DR. Satyanarayana is working as Executive Director, HMWSSB.

After completing his graduation in Civil Engineering from Osmania Engineering College, Hyderabad, DR. Satyanarayana did his post-graduation in Structural Engineering from National Institute of Technology, Warangal. He completed Ph.D in Civil Engineering from Osmania University and attended public utility management courses in water supply & sewerage from Curtin University Australia, Chalmers University Sweden.

Dr. Satyanarayana ia also an Expert Committee Member at Central Public Health and Environmental Engineering Organization, Ministry of Urban Development, Government of India.
Suparna Mukherji, Ph.D.

Prof. Suparna Mukherji has been a faculty member in the Centre for Environmental Science and Technology (CESE), IIT Bombay since 1998. After obtaining B.Tech. in Energy Engineering from IIT Kharagpur in 1989, she obtained a MS in Civil and Environmental Engineering from Clarkson University in 1991 and a Ph.D. in Environmental Engineering from The University of Michigan, Ann Arbor in 1997. She was awarded the AICTE career award for young teachers, by AICTE in 2000 and the National Women Bioscientist Award (Young Category) by DBT, in 2009. She is actively involved teaching and research in the area of Environmental Science and Engineering. Her research interests include bioremediation of oil spills and treatment of oily wastewater and sludge; industrial wastewater treatment; biological treatment processes; advanced oxidation processes for wastewater treatment, monitoring of micropollutants in water and wastewater; monitoring and health effect of bioaerosols, sorption processes and application of nanomaterials for water treatment. She is a member of various professional bodies including: American Water Works Association (AWWA); International Water Association (IWA); Society for Environmental Toxicology and Chemistry (SETAC); American Society for Microbiology; Society for Applied Microbiology (Sfam); Air and Waste Management Association (AWMA); Indian Environmental Association (IEA); and Indian Association for Environmental Management and is a fellow of Geological Society of India (GSI).
Sanjeed Mohapatra

Mr. Sanjeeb Mohapatra after finishing his bachelors and master’s degree in Environmental Engineering has joined Center for Environmental Science and Engineering, IIT Bombay to purse his Ph.D. degree. He is a recipient of DST-INSPIRE fellowship. During his masters, he was working on risk assessment of water distribution network in collaboration with National Environmental Engineering Research Institute, Nagpur. He is currently working with Prof. Suparna Mukherji from IIT Bombay, and Prof Lokesh P. Padhye from Auckland University, New Zealand. His research interest broadly covers monitoring of emerging contaminants, evaluation of formation potential of disinfection by products in water and wastewater, photo-degradation and enzymatic degradation of pharmaceuticals, and role of dissolved organic matter in deciding pharmaceuticals fate. He is recipient of Water Advanced Research Fellowship awarded by DST, University of Nebraksa Lincoln, DWFI and IUSSTF. He is also recipient Newton-Bhabha Fellowship jointly awarded by DST, DBT and British Council, U.K.
Ms. Meena Narula

Ms. Meena Narula is the Country Director, Water For People India and Managing Trustee, Water for People India Trust since March 2016. She has over 20 years of experience in program quality and effectiveness, resource mobilization, grants management, capacity building, research and evaluation and building alliances. During the course of her career, she has led and managed multidisciplinary teams and nurtured partnerships with donors, NGOs, state and national level governments.

Significantly, Meena has led development of Strategic Plans for programs and institutional development in her past experiences. She comes to Water For People from Plan International (India), where she was since 2011. Prior to this she was working with the Aga Khan Foundation and ORG Centre for Social Research. She completed her Masters in Regional Planning from School of Planning and Architecture (Gold Medalist), New Delhi, prior to which she finished her Masters from Jawaharlal Nehru University.

Anil Rai, an Alumnus of Indian Institute of Technology, Bombay (IIT, Bombay) is a certified Chartered Engineer from Engineering Council of United Kingdom and a Member of the Chartered Institution of Water and Environmental Management, United Kingdom (CIWEM, UK).

He works as Process Lead (India) for Black & Veatch and has over 20 years of hard core experience in designing and executing mega and complex projects in areas of Municipal Wastewater Treatment, Desalination and Waste Water Recycling. He has undertaken projects in India, UK, Australia, Singapore, Qatar and Saudi Arabia.

He has presented number of papers in international and national conferences on Water, Wastewater and Biosolids treatments.

He is current Director for an NGO, Engineers without Border (India) and has been working on various projects for the under privileged.
